3. RECYCLING PROPERLY HAS RACIAL IMPLICATIONS TOO

   Recycling loads that are not contaminated pose substantially less health risk to a largely minority workforce employed to separate materials at our recycling haulers' regional materials recovery facilities. These employees are particularly vulnerable to "sharps" injuries, caused by inappropriate disposal of used needles, broken glass and other sharp objects tossed into recycling bins.
